DAVENPORT, IA — Two Iowa parents have been taken into custody and face severe felony charges after authorities discovered their 10-year-old child locked inside a room, suffering from severe malnourishment and physical trauma.
Andrew C. Warrington, 48, and Kellie J. Warrington, 47, of Davenport, are currently being held at the Scott County Jail on $2 million cash-only bonds each. According to local court affidavits released on Monday, June 8, 2026, the medical intervention was so critical that officials state the child was actively at risk of death.
Affidavits Allege “Mental and Physical Torture”
According to Scott County arrest affidavits obtained by local outlets, the parents allegedly “knowingly and secretly confined” the minor to a bedroom stripped entirely of furniture for an extended period of time.
The scope of the abuse detailed by investigators includes severe deprivation and isolation:
- Denial of Basic Needs: The parents are accused of routinely depriving the 10-year-old of food, water, light, and bathroom access while locked away.
- Isolation Tactics: To prevent the community from noticing the child’s declining health, the parents allegedly canceled medical appointments and withdrew the minor from regular church activities.
- Severe Trauma: Court records state the prolonged lack of stimulation and basic care resulted in “both mental and physical torture.” Additionally, medical examiners noted the child had suffered head injuries.

Emergency Medical Intervention
The situation was uncovered in time for emergency medical teams to step in. The child was rushed to the University of Iowa Hospitals and Clinics for intensive treatment. Doctors explicitly noted in the affidavits that without this direct medical intervention, the child’s injuries and starvation would have been fatal.
Extreme Legal Charges
Following an investigation by local law enforcement, the Warringtons were hit with a litany of severe criminal counts. Scott County jail records confirm they are both facing charges of:
- First-Degree Kidnapping
- Child Endangerment
- Willful Injury
- Neglect or Abandonment of a Dependent Person
Because first-degree kidnapping carries a mandatory life sentence without parole under Iowa state law, the judge established the exceptionally high $2 million cash-only bond for both individuals.
