Newnan, Georgia — A caregiver at a personal care home in Georgia is facing criminal charges after investigators say she recorded an elderly dementia patient falling without offering assistance and was linked to other allegations involving vulnerable residents.
Authorities arrested Ann Cowan, 63, following an investigation into reported elder abuse at Corinth Road Personal Care Home in Newnan, located about 40 miles southwest of Atlanta. Cowan has been charged with two counts of exploitation and intimidation of disabled adults and elderly persons, according to the Coweta County Sheriff’s Office.
The case has sparked outrage among family members and former staff after details emerged about the treatment of residents inside the facility.
Video Allegedly Shows Caregiver Watching Patient Fall
The investigation began on May 27 when authorities received a report concerning possible elder abuse at the nursing home.
According to investigators, deputies were provided with a video allegedly recorded by Cowan that showed an 83-year-old resident with dementia falling. Rather than helping the man, authorities say Cowan continued filming as the incident unfolded.
Local reports indicate the footage captured Cowan speaking to the resident moments before he fell.
“Did you slide off your chair like you’re about to now?” Cowan allegedly said before the man fell.
The video became a key piece of evidence and prompted detectives to examine additional complaints involving the caregiver.
Detectives Uncovered Additional Allegations
As the investigation expanded, authorities said they discovered multiple reports involving allegations of mistreatment.
Investigators also reviewed photographs that allegedly showed medication being placed on a door in a location that could not be reached by a resident who used a wheelchair.
Officials have not released details about how long the alleged conduct may have been occurring, but detectives continue to investigate whether other residents may have been affected.
Daughter Says Father’s Health Declined at Facility
The daughter of the dementia patient, Danielle Slappey, told local media that her father had moved into the facility roughly one month before the video was recorded.
According to Slappey, his health began deteriorating shortly after his arrival.
She claimed her father was found unresponsive and required hospitalization. After returning to the facility, she said his condition continued to worsen. He reportedly suffered injuries while attempting to maneuver his wheelchair and sustained cuts from falls.
Slappey also alleged that staff stopped helping her father use his phone to stay in contact with family members.
“I told him I was going to get him out of there,” Slappey said.
After transferring him to another nursing home, she said his physical condition improved within just a few days.

Former Coworker Describes Troubling Encounter
The allegations gained additional attention after a former coworker spoke publicly about her experiences working alongside Cowan.
Brittney McPhail told reporters she witnessed an incident involving another elderly resident who also suffered from dementia.
“I knew that she was hateful, but I never realized she was that hateful,” McPhail said.
According to McPhail, Cowan allegedly grabbed an elderly man’s wrist and threatened him after an interaction between the two.
The claims have not been independently verified by investigators, but they have added to concerns surrounding the treatment of residents at the facility.
Arrest Made as Investigation Continues
Authorities located Cowan in neighboring DeKalb County and took her into custody before transferring her to the Coweta County Jail.
Officials have not announced a future court date, and nursing home representatives reportedly confirmed that Cowan is no longer employed at the facility.
Meanwhile, investigators continue reviewing evidence and have indicated that the case remains active.
